These stamps were issued to commemorate the eighth United Nations Congress on the Prevention of Crime and the Treatment of Offenders, which was held at Havana, Cuba, from August 27 to September 7, The overall theme of the eighth Congress was “International cooperation in crime prevention and criminal justice for the twenty-first century.”. The drafts were developed in consultation with representatives of many governments, in preparation for the Eighth United Nations Congress on the Prevention of Crime and the Treatment of Offenders. They emphasize preventive strategies, criminal legislation, new methods of criminal investigation, law enforcement and criminal justice.
